I would like to change the bg color at the bottom of my shopping cart where the zen logo is from the light blue to match the color above.

which file do I need to change and where?

In your stylesheep change the following to the colour you want.
body {
margin: 0;
font-family: verdana, arial, helvetica, sans-serif;
font-size: 62.5%;
color: #333333;
background-color: #e5edf5;
}#CEC2A8 is the coffe colour on your page

I tried that now and unfortunately it didn't work

have you put a copy of your css in the template override folder (CUSTOM) as the one in there will override other template folders?
