meta tags index page

hi - i was wondering where do the meta tags for description and keywords come from on the main page?

I changed mine in languages/english/meta_tags.php but I am having trouble trying to get my descriptions for all my products/catagories to show up. Every single one just shows the same description that I wrote in the above file for the main page. Ben
