I need 2 "flat rate" shipping costs as follows

US, (except the states AK,HI) $4.95

CANADA, and US states AK, HI $9.95

I don't need them to be price by item, address, or weight. Just FLAT rate regardless.

I currently have 2 zones setup US and CANADA, but as you would suspect, how do I go about setting up the states?
