What languages are installed on your site?
How are they configured? what is the language code for each of those languages?
What language does this happen in ?
What country is your store in (Admin->Configuration->My Store)?

Thanks for the reply. I currently only have English installed, the language code is 'en'. My store is in Spain (Admin->Configuration->My Store), which I suppose is where the problem lies. I plan on installing Spanish as a language as soon as I have the English straightened out. Incidentally, PayPal IPN works just fine, so perhaps I should just stick to that.

PayPal should be supporting "ES" just fine:
Acceptable locale codes are: ('US', 'AU', 'DE', 'FR', 'IT', 'GB', 'ES'), according to their own documentation.

Yep, that's what I find strange - like I say IPN works fine... strange.
Can you turn on the debug log-to-file and do an express checkout transaction, and then zip and post the logs ?

Hmmm ... I seem to be able to recreate that problem by setting country to Spain.
I've reported the problem to PayPal for feedback.
