Please do not PM for support issues: a private solution doesn't benefit the community.
Be careful with unsolicited advice via email or PM - Make sure the person you are talking to is a reliable source.
It was probably lack of permissions on the IUSR_YOURSERVER in your permissions. In addition to just checking off in IIS on windows, if that is what you were using, you need to manually configure your Internet Users. Not sure if Unix/Linux/Apache works the same way or not.
