EZ-Pages Error

I am trying to create an EZ-Page and getting this error.
Forbidden

You don't have permission to access /admin/ezpages.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Any Suggestions?? Thanks.

What are thepermissions you have set on that file?

not sure about the permissions. all i know is that i set it as:

Open New Window: No
Page is SSL: Yes

is it possible that i am trying to do the impossible which is why i get this 403 forbidden error?

i am trying to create a "dealer search" (cgi) and incorporate that into the ez-pages. perhaps that is not an option?
