I think I have done all correctly as in this instruction Zencart/Paypal Wiki.
I'm using,When it brings to PayPal page. There's still no payment option for no-paypal account.
- Zen Cart v1.3.5
- PayPal Business Account
I'm confuse.

It may depend on where you're located. I'm not sure a PayPal account is optional in all countries.
