Dynamic Catagory Links

I know that this question is very basic and kind of stupid - but I'm not far enough along in my php to write it from scratch, and I can't for the life of me find where the template is parsing it... so here goes:
I just need the simple PHP & mySQL code that generates links for all the Categories. I believe it has to do with Zhref links, but I can't seem to figure it out and I know it's really basic.

It would just print the name of each catagory as a link to it's prospective cPath for use as a menu navigation (as it does in the classic template - I JUST CAN'T FIND THE DAMN CODE ANYWHERE). Thanks for any help!

The tpl_header.php calls the "category tabs" menu using:

You can style the unordered list that generates however you would like.
