There is no states "pull down menu" when JS is disabled but the error message still references the missing menu when the region is unrecognized. Perhaps the error should read: "Unrecognized state/province. Please enter a different value."

On my v1.3.7.1 if I turn off java and java script in my browser ... and try to change the state to fred ... I get the dropdown and the incorrect fred showing in the input box ... I can then select the right state and all is corrected ...

Ahh, there it is above the input box. Apparently I had a temporary blind spot above the input box. Therefore I shall rate this thread terrible because it addresses a non-existent issue.
