template issue

I went into my meta_tags.php file and changed the PAGE TITLE. When finished I saved it to my /languages/custom folder. Same with the header.php file. Each time I edit and save a copy to my custom folder it doesn't recognize the changes. Only if I edit the original file in the english folder will it work. Can I fix this or should I just go ahead and edit the original?

You need your overrides directory at the same level as the file you have modified - i.e. /languages/english/custom/ not /languages/custom/ (the latter will only have one file - english.php)
