My checkout looks like this:

Free Shipping with USPS (First-Class Mail (7 - 10 days)):$0.00
Total:$30.73
Its not showing a line item for the tax. Is this an option in ZC that i've missed?
Yes my 'Tax Rates' description does have a description.
So what I expect to see is this:
Your Total
Sub-Total:$28.99
Free Shipping with USPS (First-Class Mail (7 - 10 days)):$0.00
Sales tax: $1.74
Total:$30.73
Thanks. This is my last hurdle to site launch.

That's certainly not normal.
If I were to set up my store from scratch to reproduce your situation, what would I have to do? esp as it relates to taxes etc.
ie: what's changed from a fresh install ? admin settings, tax and zone definition setups, addons/contributions added, shipping/payment modules added/enabled, etc.

we switched servers. maybe a file was damaged in the transfer. which file(s)should i look to restore.

Oh yes, it was a Zencart setting all right.
admin>modules>order total>install 'tax'
