Message on checkout - we are not accepting payments from your region at this time

I have a few free items on my site and when those items are ordered by a customer they get this message under "Payment Method" when they checkout:

Sorry, we are not accepting payments from your region at this time.
Please contact us for alternate arrangements.

If they are ordering an item that is not free it just says "PayPal IPN" in that box.

Just wanted to say 'thanks!' - this was exactly the same issue I had. This Forum is really helpful!!

Can the following be done? Rather than have the shopper indicate a shipping method, no shipping methods would be setup. The shopper would indicate how they want the items shipped within the comments section. Can you successfully checkout if all shipping modules have been uninstalled?
