Module needed - all Countries 'States' in State/Province dropdown

I wonder if there is a module for Zen Cart that can be installed to add all the 'States' of the many countries in the State/Province drop down to the Login page Address Details. I know you can enter them manually but this seems a crazy thing to even contemplate... We have a Japanese and English site and so really need the states in the drop down list appearing to solve shipping cost issues we are experiencing.

Shipping is based upon the shipping address and zones that you create for this and not from the signup info even though it may be the same address.

To expand -

It works fine before log in. It simply estimates shipping costs
on a product.

But once you have logged in, then the cost shows ¥0 for Yamato
Delivery costs for some reason (a Japanese shipping module installed).
Yamato is the Japanese domestic delivery service we need to use and this option is selected automatically when a Japanese address has been entered (cost
is based on the State/Prefecture info so it seems this is causing the
issue?). Works fine for international as we use a different shipping module.

For international addresses we have set the state/province as a text field rather than drop down to avoid entering all the states for countries but if we can get enter all the states to appear for each respective country and turn the drop down back on we feel the issue may be resolved.

If you're missing the required zones, you'll have to add them.

There are some zone contributions available in the downloads area under the "Zones" category, submitted by various users as a courtesy. There is no guarantee to their completeness or accuracy though. But they might save you "some" work.

Looks like we may need to do just that but we'll have to start entering the Zones from scratch as we can't use any of the modules available since they are for Zen Cart v1.3.5+ .

Regretfully as the Japanese version of our site is important to our business we can't move up from v1.3.1 until Japanese is fully supported in v1.3.7+

The structure is largely similar ... I suspect that most of the zone contributions will likely work back as far as v1.2. Best way to find out is to install them on a test site and check them out.
