Region Table help?

Let me start off by saying that I am a newbie at Zen cart and web programming. Anyways, I hand deliver all products ordered from my store. I currently have region tables set up to look at the customers zip code. Depending on the zip code, it will give them different delivery options. I have 8 regions set up, all with different options and prices. Here is an example of region 1:

define('MODULE_REGION_TABLES_REGION_1_METHOD_3_TITLE', 'Saturday Night Delivery 5pm-9pm***Must be ordered by Midnight Friday or delivery will be the following Saturday****');
define('MODULE_REGION_TABLES_REGION_1_METHOD_4_TITLE', 'SAME DAY DELIVERY-must be at least 4 hours in advance');

*****My question is this*******

I really need a way to limit how many orders are placed with a given region_X_method_X_. Once the limit has been reached...Make that particular region not show up or not selectable or change delivery text or something.
AND a weekly "blackout" time that would , in the example below, make a certain method unavailable from Midnight Sunday to 9pm Monday night, every week. I would need the other methods still available in that region, unless they fall into the same criteria.

What you are asking for can be done but would require the module to be reprogrammed specifically for how you want it to work.
