state field for customer

I have read the past posts on this subject,
when a customer goes to add his address it get s to state field, if other than the us it will show a box to add a name, but if the customer is from ireland or the uk it show ireland or uk it will not let me add my own wording, i have checked my ccs and found the items that prior post said to make sure where there , they are...
Is this from setting up a zone or?/

So you are wanting to add the UK's counties? I believe there is an addon in the downloads section for UK zones.

i really dont want to add any countried i want the drop down list of countried to come up and then allow users to enter state,,prov or what ever they want my site will do this for all countried except uk and ireland, i must have something set up allowing just these 2 countried to not let me type in say dublin for ireland
