I just setup PayPal IPN on www.stuff4toys.com and I placed a few items in the cart and go through the checkout process, when I get transported to PayPal it tells me that I cannot pay myself.
Is there a way to test without creating a dummy account and actually processing a payment?

There are a few ways to test the live PayPal system:
- create your allowed 2nd account and test with it
- get a friend or a friendly customer to test it, and refund the transaction when completed
