Customers Creating account while in maintinance mode

Hello,
Dose any one know how to let a customer register for an account or allow them to use the contact us page while in mantinance mode,
I think that would be a great idea for sites just setting up and or under construction,
Any Ideas?
Maybe we can create somthing

Down for Maintenance was designed to halt activity with the database as well as with the site as there is no telling what you are doing during that time to safely allow 1 peice to run as in most instances, you may think you know what you are doing and what is safe to run while working on your site ... when in reality ... well ... umm ... er ... you don't ...
