How do I get my Shipping rates based on the Billing address instead?

I want the shipping rates I have set up to be based on the billing address details.

But for some reason it always bases the shipping rates on the shipping address.

Im not sure if its the right place but I selected 'Billing' in the Tax Basis section in shipping modules, but it doesnt seem to be controlling the 2.

Has anybody had this problem and could help?

I guess I'm not sure why you wouldn't want the shipping rates to be based on the shipping address, since that's what it's going to cost for the shipping.

If I lived in your town, and wanted the product shipped to my mother 800 miles away, seems to me you'd want me to pay the 800 mile shipping rate, rather than the local rate.

Our business is supplying health and safety consultancy for people with holiday homes abroad.

More often than not, the people dont live at the property (so shipping address has turned into Property address), and so the pack we send out will go to their address they live at which will be their billing address. But thats up to them, basically what ever their billing address is thats where the pack will be sent to.

Any ideas how to change it from shipping to billing.
