That just means that someone attempted to click on your PayPal Express Checkout button and got that error.

Whether they tried another payment method and completed checkout is up to you to determine.

I am receiving this error as well. The customer said it occurs when he fills in his credit card info on the Paypal site and clicks Pay. Is there a solution for this error?

    Thanks.

If it's happening on the PayPal site, you'll need to log the issue with PayPal's tech support:
    http://www.paypal.com/mts

And, if you're receiving email alerts about it, you should also be reporting it to PayPal. They should be able to look it up in their transaction logs based on your PayPal merchant email address.
