white screen in XAMPP install

Interesting, I'm having the same problem on a move to VPS hosting (from shared). The shared hosting had php version 4.47, VPS has version 4.39 and white screens at the phpBB Setup screen following Save phpBB Settings.

Note: everything else appears fine. Tried a clean install with same problem, different browsers, etc.

Just a note.. my situation is on a linux server.

While your situation is not using XAMPP like the original discussion, it's likely that the suggestions posted for the original poster would be of value to help find out what's causing the problems you mention.

ie:
- what are the permissions on your configure.php files?
- what are the contents of those files?
- what are the contents of the log files generated by the installer?
- etc

I'm going to repost this in the linux installation forum.. as it's a real issue for some reason, upgraded the server to php 5.25 still has the same issues.
