PayPal Express + High IE Security = Error

The important bits first:
ZenCart version: 1.3.8
Hosting: Godaddy (not my choice)
cURLTest.php: Success!
IPNCheck.php: Success! (on non-ssl)

The challenge I face is that if someone is using IE with a "high" security setting, it kicks them to a PayPal page upon checkout which simply says "Click to try again" (which after clicking doesn't do anything but returns to the same page)... I can't get it to show in FF, and any lower setting in IE passes through to PayPal as it should for Express Checkout.

I think my question is simply, would an SSL cert solve this issue, or is it something else?

Ok, so it's a damned cookie issue.. grrr... How does one get around this?
