If you're using Website Payments Standard (aka PayPal IPN module), there's nothing you can do.

... unless you want to try to convince PayPal to change their policies.

If your customers go to PayPal via Express Checkout and don't click "Continue", then they'll never make the payment. They also have *NOT* paid if they don't come back to your site and complete the order.
If your customers are aborting during that stage, you have a different issue.

Sorry, there's nothing that can be changed about having customers go-to and come-back-from PayPal. That's just the way it is.

PayPal Payments Pro is only for collecting credit card details.
It doesn't let customers pay from their PayPal account.

Plus, if you use Website Payments Pro, you still have to offer Express Checkout.
