There is no built-in facility to do that at the present time.

There is a contribution that allows you to add customer account via the admin.

Also, there is a contribution that allows you to assign a master password to all customer accounts.

So, you could install both of these and then create the customer account via the admin, login as this customer to your store and place the order.

Both of these contributions are available in the downloads area I believe.

There are lots of ideas on the table for future versions.
There are a few foundational pieces that need to be built before this sort of feature becomes practical.
