How do I charge for shipping and handling....

I'm setting up a shopping cart for a non-profit that wants to sell a book that a board member wrote.

They want to charge $7 S&H for the first book in an order and $0 for the 2nd and 3rd (if any). The 4th would again be charged the $7.

Can I do this in ZenCart?

Is it stupid to set up a cart for just one item? I'm new at this and would appreciate any help I could get.

The only way I can think of on that one is to use a weight based table - The price for the first 3units being $7 and 4 to 6units $14.00, 7 to 9units $21.00 etc.
