I downloaded zen-cart from sourceforge.com but the configure.php files in /admin/includes/ and /includes are not present. Where can I get working copies of these for Zen-Cart 1.3.8?

Please take a look at the instructions for installing the program - you need to rename the 2 dist-configure.php to accomplish what you need.
Please do not PM for support issues: a private solution doesn't benefit the community.
