Shop not loading after upgrade to 1.3.8

I have just completed an upgrade from 1.3.7 to 1.3.8. The database upgraded OK and I can access Admin as normal. When I try to access the shop, however, I get a blank screen and the following shows in the browser:

It looks like a file might be missing but I have re-checked those that I changed and they appear to be installed OK.

Any suggestions?

You said that the database upgraded correctly, however, have you used a new install of the actual 138 files, or have you merged your old store files with the new installation?

With your current problem, depending on your host, you may be able to either turn on PHP error reporting, or view the recent logs for a hint as to which file is throwing the issue.
