Default My Tax calculation is way off...

I just took over the management of a site for some friends and the site was not fully set up when I took it over...
I'm having a problem with the sales tax...

They are in Wisconsin where Sales tax is 5.1%...

on a ten dollar order it was charging 28 cents on the order not the 51 cents it should...

I checked the tax rate and it is set to Wisconsin at 5.1% and the Zone Def is set and green...

    What am I missing here...

It looks like it is only charging tax on the shipping charge... not the items bought...

    Sub-Total: $10.00
    Table Rate (Best Way): $5.50
    Discount Coupon: reopening : -$1.00
    Wisconsin State Sales Tax: $0.28
    Total: $14.78

    ok...
Next question... is there a fast and easy method to change all the
items to taxable goods or do I have to go in and do each one by hand...?
