Zone Definitions Not Configured

I've set up 2 tax zones: one Illinois and one California. When I list the zone definitions, it says that California is fully configured but Illinois is not. I can't find anything different between the two. The documentation is no help. What else does it want?

In your Zone Definitions page, if you click on a given Zone Definition, you will have a Details button in the right-hand sidebox. Click it, and make sure you've linked country+state details as required for said zone definition.
