Default Customers Receive "Security Error" Trying to Login

I've just upgraded my site from 1.3.6 to 1.3.8a, and changed hosts. Now whenever a preexisting customer tries to login they receive the message:

    Code:
There was a security error when trying to login.
and they are simply returned to the login page. New accounts can be created and are logged in after creation, but after they log out they also receive the error when trying to login.

    Any ideas?

Since I missed this I'm wondering if there are any other similar update issues I may have missed. Anyone know of related issues I could check for off the top of their head?

When you upgrade, you should merge all your customized files against the new defaults. This includes not only the template files, but also any language or module files, etc that you have customized.

So to fix this do we run winmerge on the files suggested in the post? I do not rememebr altering any login files. Thank you!
    The following files are affected:
    - /includes/templates/YOUR_TEMPLATE/templates/tpl_login_default.php
    - /includes/templates/YOUR_TEMPLATE/templates/tpl_timeout_default.php

And if you're encountering it in your Admin area, this file is affected as well:
    - /admin/login.php
