Tax not added for all states

I've noticed that my orders are only getting taxed when they are purchased from someone from within my state. Orders from all other states are not charged tax. The only configured zone definition is my local state. Do I need change it to "all zones" for my home state's tax rate to be applied to all orders?

This is on 1.3.7

Troubleshooting tax issues includes the following ...
1. What are your store settings for these set to?
Admin->Configuration->My Store
a. Country/Zone United States / Florida
b. Basis of Product Tax shipping
c. Basis of Shipping Tax shipping
d. Display Prices With Tax false
e. Display Prices With Tax-Admin false

2. What Zone Definitions have you created?
Admin->Locations/Taxes->Zones Definitions

I have a zone definition for my home state , Florida

3. Inside each of those zone definitions, what country/zone combinations have been selected?
Admin->Locations/Taxes->Zones Definitions, click on "Details" button for each zone

United States / Florida

4. What tax classes do you have?
Admin->Locations/Taxes->Tax Classes

I have one tax class configured for "taxable goods"

5. What tax rates have you created?
Admin->Locations/Taxes->Tax Rates

I have a tax rate configured for the florida rate

6. What tax class have you associated with your products?
Admin->Catalog->Categories/Products->click on a product to edit it

All products are assigned to the tax class called "taxable goods"


7. What tax class have you associated with each of your shipping modules?
Admin->Modules->Shipping

I only use the shipping module for UPS and the tax class is "none".

If you live and operate from Florida you DO NOT charge tax to anyone outside your state of operation.
