"connection problem" after install

a brief background....had 1.3.0.2 but somehow something got corrupt. Backed it all up, followed the instructions, did a fresh install on a fresh db and copied all my files over the fresh install except the configuration.php files. dropped my tables and imported my backup. All my db data is there but when I go to my zen cart main page I get the dreaded "Connection Problem" generic page?? Im sure its a simple fix but I am not sure what to do. My admin section works fine but my main page doesnt?? Please advise...any guidance is appreciated.

That means your /includes/configure.php file is either corrupt, missing, or contains incorrect information.
