is it necessary for me to charge tax if someone from another country makes a purchase

Hi all,
I'm based in Norway, and am unsure as to whether I am required to collect taxes from people who make purchases from my site, if they don't live in Norway.

i.e. I'm setting up a store that will mainly use drop-shipping to source products, and wonder if I use a U.S. based drop-shipper to deliver an item to a customer, also in the U.S. Then am I required to charge taxes?
I'm wondering the same question about other countries too.
Is there a site or an article that gives info regarding this?

Also is there a list of countries that I should not deliver to? (both legally and in terms of hassle)

I don't know about other countries, but you should certainly not charge tax to customers in the US unless your business is legally subject to taxation in the US states you are delivering to. Here, sales tax is handled by individual states, not the federal government.

Since you are using a US-based drop-shipper, you may well be required to collect and remit sales tax in states where they have a business presence. This is complicated (and dangerous) enough that you should consult with your drop-shipper and get some good US legal advice.
