International Billing & Domestic Shipping

I can't figure out how to configure the cart so that it allows an international billing address, but restricts the shipping address to the U.S. When the customers try to go through, they get an error that says, "this is not a confirmed address".

We are also using paypal express checkout. Does anyone know what I need to set to make it work?

Couldn't you just add Zones to the Shipping Module(s) and that way if not in the US they cannot proceed to checkout as they cannot get past the checkout_shipping unless they have an US address?
