I get this only when I have an item that is $0.00 (free).
What am I doing wrong? All other items for PayPal work perfect.

Not Accepting Payments From This Region...Only Using Free Items
I get this error only when I have an item that is $0.00 (free).
How can I change this to be accepted?

You probably have turned off the Zen Cart Free Charge Card payment module. You need it to handle free orders.
