Way to resolve this is to open a blank screen of Excel, then use the DATA>>>IMPORT menu to bring in your csv or tab delimited text file.
Then, excel asks you to configure the import, and also the formatting for the columns. Where you have a column of numbers - esp with a leading zero. Format this column as a TEXT column (there is a radio button to select General, Number, Text, Date - the default is General).
This will import the string as text, and the leading 0 will remain. There should not be any truncation of the number of digits.

I really only had one problem - this wording in the instructions:
Creating the configure.php files
Two files need to be created on the server. These are the configure.php files that identify the settings of your particular server and the location of the files that you just loaded. After they have been created, you will then need to change the permissions on these files.
When I got to that point my brain froze up. I am a dumb newbie who has never typed a single character of code. Much brain scratching ensued. Let's see what does one use to "create" a configure.php file... don't recall ever seeing that as a menu drop-down item, like new word document or new spreadsheet.
After reading those couple of lines maybe six times, and then reading a little further down, I figured out what needed to be done.
I think "create" is not the correct word to use. Maybe change or modify, as that is what we are doing to the configure.php files. We most certainly are not creating them— they already exist.
