I need to define 2 flat rates for shipping ... my customers would choose one (regardless of price or number of items) when checking out. What is the best way to set this up?

Try a search on:
clone flat
and make a clone of the existing Flat Rate flat shipping module and change your text or criteria for each of them ...Linda McGrath

Thanks, I'll take a look. Will cloning provide a way for me to enter both prices in the admin facility, or will I just have to hard-code both prices in my cloned version of Flat?
