Default Variable passed to each() is not an array or object in

I am having a problem editing my payment modules I get this message and have no Clue as to why:

Warning: Variable passed to each() is not an array or object in /mounted-storage/home7/sub003/sc14564-TEON/pens-n-crafts.com/admin/modules.php on line 56

Warning: Cannot modify header information - headers already sent by (output started at /mounted-storage/home7/sub003/sc14564-TEON/pens-n-crafts.com/admin/modules.php:56) in /mounted-storage/home7/sub003/sc14564-TEON/pens-n-crafts.com/admin/includes/functions/general.php on line 21

The site is a SSL site and every thing else appears to work except the payment modules.

I do have all http calls redirected to https.

I am trying to add the paypal standard iap with token

What do you mean by this statement? In what way have you done that?

    What version of Zen Cart?
Is this an upgrade? from which version(s)?
What addons/contributions do you have installed?
Does this affect *all* of your payment modules, or just PayPal Standard?

I found the problem late last night I hadn't been consistent in setting both store and admin set to https, in admin/includes/configuration.php
