Where is new customer registration

I am seeing a blank portion when I try to register as a customer? Where do you turn that on or off? Or is there a particular file I need to upload again?

I am not a registered customer, so, I cant proceed with any checkout because I cant register?

I see the login page just fine....try clearing your browser cache
