Could not access API credentials for my business test account

Could not access API credentials for my business test account:

To know API username which is needed to get API access for business account, i went through following path:

Viz.My Account-Profiles-API Access-Request API credentials

But After clicking Request API Credentials an error message comes which says

Please verify your account before requesting an API certificate.

I have completed the following verification steps:viz.1.Add Bank Account, 2.Submit Direct Debit Agreement, 3.Confirm Bank Account, 4.Link your card, 5.Start process to confirm your card,
6.Enter four-digit PayPal code

Despite filling all information in 7 th step viz.Supply Additional Information, still developer central shows 7th step as incomplete.no error message comes.

8th step can only be done in live pay pal site viz.Confirm by Phone/Post.Still i added new phone number and clicked continue but developer central shows 8th step as incomplete.no error message comes.

Any one who knows solution or suggestion for this, please reply.

I got above problem solved.I registered a complaint in Pay pal Merchant Technical Service that despite completing all verification steps my business test is not shown as verified, they just asked business account email address and they rectified this problem.Now my business test account is active and i have activated my api credentials as well which i needed to test express checkout integration in sandbox environment.
