In step #1 of the checkout process, clicking on the "Next" button directs the user to the same page, so we are stuck in step#1 without being able to complete the checkout process.
What might be the reason?

I've seen in other zen-carts that the URL of the "Next" button should be:
https://<>/index.php?main_page=checkout_shipping
In my case it's just:
http://www.carshops.co.il/checkout_shipping.html
I'm new here. I even couldn't find the files on the server so this wasn't helpful
Can I edit PHP files? or should all changes take place in the admin CP?

Aside form the hebrew, there are a few things going on here that could contribute to this. It looks as though you are using a very old version of Zen Cart (or a very old template on a more recent Zen Cart). You URL re-writing could be getting in the way too (and is the reason that your page directs differently). But if pushed, I'd say that there's another issue that is more likely to cause the problem ...
Firstly, it's correct that the checkout_shipping calls itself. It will then check whether it's happy with the shipping information, and if not show the same page again. Only if it has all the data it needs will it progress to the checkout_billing page.
When I went into checkout_shipping, I wasn't offered any shipping options, so I didn't choose any either, and that's, I suspect, the reason why I couldn't get past this page.
There are three main reasons for any shipping options
Could you check whether of the above applies.
- None are turned on
- All those available are restricted to specific zones and the address I'm using places me outside of all those zones
- All the products that I have selected are virtual and so don't require shipping (very unlikely in this case!)

Yes, this is a very old version of zen-cart (1.2.5). I've been suggested alreay to upgrade and hopefully I'll manage to do so by next week.
As for the shipping modules, you are correct about the zone, but how can I tell whether it is on?
That's an interesting screenshot. I've never seen a shipping modules page that old before. In the current version of Zen Cart there's a clear indicator as to whether shipping modules are active or not. I'm afraid I don't know how you tell in 1.2.5. Let's hope there's an old timer out there who can remember.
The shipping module that you have shown is restricted to Israel. Does the test account that you set up have an Israeli address?

As a general guideline, should I avoid editing PHP files?
In the mean time I'll try to have a fresh 1.3.8 installation. I have some questions before but not related to this thread, so that you so much for the help so far.

Most of the files in Zen Cart are PHP files, though in general you would try to over-ride them rather than edit them.
