Flat Rate International Shipping Based on Order Amount

Hey all,

I want to be able to give shipping prices based on the $$ amount of the order but ONLY for international (outside of the US) orders.

I want to do something like.

For orders Up to $100 shipping is $20.
For orders up to $200 shipping is $30
Orders over $200 shipping is FREE

Is this possible to setup?

Yes, in the flat rate configuration there is a zone setting -

You will firest have to define your zones and one of them will have to be your "International" zone with the countries that you will offer this to.
Once these are setup then you can configure the flat rate module and select that zone and select the shipping address and the mode. This will allow this rate only when the address is within your defined zone

I ship world wide...is there a way to make a zone that includes all countries except the U.S. so it would strictly be "international"?

and one of them will have to be your "International" zone with the countries that you will offer this to.
