Oh dear, a bit confused here! I went to download version 3 from the site but I get a message saying:

Sorry for the confusion Kelvyn. I am even confused myself about this, and I am not sure if I ever will release a new version. I know I started talking about 3.x in this thread myself, but I think it's better to keep this thread focussed on 2.x versions.
The latest *stable* version is 2.03 and, if you have got it installed, the admin/quick_updates.php file should show the correct version number:

There have been (buggy) 3.x beta versions available, but these do not fix fix anything compared to 2.03. Also I am quite sure quick updates does not do anything (positive or negative) related to Google Froogle. Quick updates 2.x only allows you to quickly update some of the exsiting products data, and it does not change any of this data unless you tell it to do so.

probably better ask Andrew about this? He released a Google Froogle contribution some time ago. And of course it's not impossible that (an adapted version of) Quick Updates could help solving issues with Google Froogle.
