New customer notification

HELP!!
How do I get an email to notify me when a customer signs up?
I want to be able to contact non-buying customers to see if I can convert some of them to sales. Any ideas??

Admin> Configuration> Email Settings - send yourself a copy of the Welcome email.

What version are you running? I do not have Email Settings?
I have Admin> Configuration> Email Options but there is NO option having to do with the Welcome Email??

Send Copy of Create Account Emails To - Status 1
Send Copy of Create Account Emails To {your email address goes here}
