I tested that SQL patch on my test install and it worked just fine. I'm not sure why it's not working for you. And, it's supposed to be ran from admin->Tools->Install SQL Patches only, it won't work from phpmyadmin. You'll have to manually delete it as I described above using phpmyadmin.
