The default is to hide the description and require the customer to click (on the default down arrow) to see the description. If I remember correctly the java script invokes some css as well, so if changing the one may have to change the other. I opted to change the arrow default as it made more sense to me to have the arrow point to the right when hidden and point down when showing than it did to have no text with an arrow pointing down and to have the text with the arrow pointing to the right. It may just be me, but that seemed to make more sense (having the arrows in reverse from the default).
There isn't an arrow pointing that I can see on the mobile view. There is no instruction for the customer telling them that they have to click on the word "description" before they can place an order. I'm not sure what arrows you are referring to
