If you look at the Zone Definitions and click on DETAILS what do you see? On the bottom of the list of Countries set there should be something like:
Displaying XX to XX (of XXX countries)

locations/taxes >>> countries
-- Displaying 1 to 20 (of 244 countries)

locations/taxes >>> zones
-- Displaying 1 to 20 (of 296 zones)

locations/taxes >>> zone definitions >>> details of any of listed definitions
-- There is no "Displaying XX to XX (of XXX countries)"
