With the default install of zen cart and the template installed, the checkout has step 1 Shipping Method (you can change the shipping address by clicking on the "change address" button), then step 2 payment method (you can change the payment address by clicking on the "change address" button), then step 3 3 - Order Confirmation (you can change the payment or shipping address by clicking on the "change address" button).
