We have many Canadian customers, and as soon as we added the Fedex shipping module, we noticed that they were able to choose domestic Fedex Ground shipping. When we ship the order, we're charged Fedex International rates, which means we end up paying more for shipping than the customer did. I tried asking Fedex first, since my assumption was that Fedex should not be displaying that rate for a Canadian customer. They say that the problem is with our shipping software. So how do we prevent international customers from getting the domestic rates, assuming that Fedex isn't just passing the buck?
