Yes I have turned on debug and yes I have turned on cURL but I don't have the cURL info from my web provider yet. Is that needed for it to display as an option at the shipping method option ? (this might be a simple answer at this point)

Maybe, but generally no. Depends if your ISP uses a proxy or not.

Anyway this is what I am seeing

The debug.jpg is too small for me to read.
The other image suggests that you don't have a delivery address (Can't quote unless tjhe module knows the destination).

The fact I get a server response time - is that a good thing ?

Maybe, but it depends on what the time actually is.. The module will always provide some kind of response time even if it can't connect to the servers.. in this case the time will be quite high.
However, if you are getting a negative response time it usually means a connectivity issue.

I really can't tell from the images you provided.

Also, a URL would be handy.
