i am trying to install paypal on two sites, and i have been getting two different result

site 1 1.3.8a(which is in a subfolder) - when i go to the shopping cart the googlecheckout icon is faded and says "not available for these items" im stuck there.

site 21.3.9b (root) - everything seems fine until i click the button checkout, it says opps, we can't process your request or something like that.

any help would great. thanks in advance
